Lawn Rebate Program

The Lawn Rebate Program's goal is to reduce non-functional turf, lower water & maintenance costs, and secure available water rebates while preparing for California’s 2027 non-functional turf irrigation restrictions. This law prohibits the use of potable water on non-functional turf for all commercial and industrial properties starting Jan. 1, 2028.

Design and Proposal

San Diego County Water Authority member agencies — including Helix, Otay, and Sweetwater — administer turf rebate programs through local water districts. Strata works with your provider to confirm eligibility, document existing turf areas, and assist with the application process prior to project start.

Irrigation & Program Requirement Review

Many San Diego-area rebate programs require upgraded drip irrigation systems or adherence to plant spacing guidelines that support long-term water efficiency. Our team evaluates your current irrigation setup and incorporates any required upgrades needed to meet local program criteria.

Turf Removal & Site Preparation

Properties throughout San Diego County often include sandy or fast-draining soils that may require soil amendments to support drought-tolerant plant establishment. Strata manages turf removal and site preparation in accordance with rebate program requirements to support successful plant performance.

Installation of Water-Efficient Landscaping

San Diego rebate programs may include specific guidelines for mulch depth, irrigation zoning, and plant spacing. We install drought-tolerant landscaping systems designed to align with local program standards and improve the likelihood of final approval.

Final Inspection and Rebate

After installation, your local San Diego water district may perform a post-project inspection before issuing rebate funds. Strata assists with documentation and inspection coordination to support successful rebate processing. After the final inspection, property owners can expect the rebate check within 90 days.

Total duration: 4–6 months from kickoff to rebate payout.

  • Synthetic turf is not permitted

  • Before-and-after photo documentation required

  • Residential and Commercial/Public Agency properties eligible

  • Turf conversion

  • Temporary commercial incentive - More Funds Available Now!

  • Maximum: 50000 sq. ft. per water meter per year

  • Tree rebate: Up to (5) trees at $100 each (eligible species only)

  • Rebate amounts are finalized at approval & paid by the water authority
